"A Beacon of Hope and Unity in Japan"

In Japan, a diverse and vibrant Filipino community has found a powerful ally in the form of the Philippine Assistance Group (PAG). Established in 1997, PAG's mission was clear from the start – to unite various Filipino organizations under one umbrella and provide essential assistance to distressed Filipinos residing in Japan.

Early Days and Collaborative Efforts

The roots of PAG trace back to a pivotal moment in 1997 when it was formed to bring together diverse Filipino organizations. The primary goal was to create a unified Filipino Community Organization focused on providing medical assistance and repatriation support to distressed Filipinos in Japan. This collective effort involved the collaboration of the Philippine Embassy, community leaders, scholars, students, and company workers, demonstrating the strength of solidarity within the Filipino community.

PAG's Role in the Absence of ATN

During its early days, the Assistance To Nationals (ATN) program by the Department of Foreign Affairs was not yet in place. In the absence of this program, PAG played a crucial role in repatriation and assistance for marginalized and distressed kababayans (Filipino nationals) in Japan. The organization's dedication to its mission was formalized through a Memorandum of Agreement in April 1997, establishing the Philippine Community Fund and creating the Philippine Assistance Group.

PAG's Mission and Focus

PAG's objectives are clear and comprehensive, focusing on increasing awareness of Filipino services in Japan, providing enhanced services to the Filipino community, and creating a platform to recognize member organizations. The role of PAG can be succinctly summarized as a key player in the repatriation and assistance of distressed Filipinos in Japan.

PAG's Expanding Membership

Recognizing the need for broader representation, PAG has continually expanded its membership, encouraging the participation of various Filipino organizations in Japan. The organization's commitment to cooperation and support from the Philippine Embassy and the broader Filipino community has been a driving force behind its success.

Becoming a PAG Member

Membership in PAG is not a mere formality; it comes with specific qualifications and responsibilities. Organizations seeking admission must have been registered with the Embassy for at least two years, with objectives aligned with PAG's goals. The application process involves thorough documentation, including resolutions, certified copies of constitutions, rosters of membership, and endorsements from existing member organizations.

Moving Forward

As PAG moves forward, there is a shared acknowledgment of the need to strengthen the administration of the group, define the mandates and responsibilities of the Board and Executive Committee, and enhance financial capabilities to fulfill the overarching mandate of assisting distressed Filipinos.

Under the leadership of its present Chairman Berlito Toots Capulong, PAG continues to evolve, ensuring that the Filipino community receives the support it needs during challenging times. Through collaboration, commitment, and a shared sense of purpose, PAG remains at the forefront of providing assistance and building a stronger, more resilient Filipino community in Japan.
